Description

Human Resources with Arlington Public Schools announces two openings for the positions within the Benefits team for a Leave Administrator and Retirement Specialist, effective immediately. These are twelve-month, on-site positions. 

This is a professional position with responsibility for performing technical and administrative work in providing benefits services to employees and retirees of the Arlington Public Schools. The incumbent works under the supervision of the Director of Human Resources Operations.

Retirement Specialist:

RESPONSIBILITIES:

• Meets with prospective retirees to provide information on retirement, calculate retirement estimates, and prepare paperwork for submission to the State and/or County.

• Provides staff support for the Individual Early Retirement program.

• Provides information about disability retirement and long term disability; assists with the preparation of the necessary paperwork and coordinates with the Employee Assistance Program staff.

• Provides information to eligible employees, retirees and survivors about the basic life insurance, optional life insurance and Long-Term Care programs.

• Completes reports and surveys as requested, and prepares informational materials on assigned program areas.

• Responds to questions about assigned areas from administrators, employees, State and County officials, contractors, retirees, etc.

Leave Administrator: 

RESPONSIBILITIES:

ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed.)
Works with principals/directors, employees, human resources department staff, medical professionals, unions, lawyers, and federal/state/local agencies to ensure the fair and consistent application of attendance, leave, and workers compensation policies/practices. Gives presentations on attendance, leave, and workers compensation policies/practices to employee and management groups and provides critical assessment of such presentations for quality improvement
purposes. Runs verification reports as a means of monitoring the quality of and compliance with attendance, leave, and workers compensation policies/practices. Reviews data reports to identify employees reported as not working to identify employees on leave at the earliest possible opportunity.
Researches leave and workers compensation issues including procedural changes and provides timely feedback to requesting parties. Processes biweekly payroll for employees whose current attendance is reported as workers compensation including calculation of workers compensation benefit and supplement.
Handles the FMLA leave administration process from the employees initial notice of the need for leave to the return to work. This includes gathering and completing all required paperwork, determining leave eligibility, designating leave as FMLA-qualifying, requesting medical certification as needed, and
accounting for intermittent and reduced schedule leave use. Maintains reasonable communication with employees on leave to facilitate smooth and timely return to work; relays communication between employees and their managers during leave within reason. Advises managers and employees on the interaction of leave laws with paid time off, workers compensation, and short-term and long-term disability benefits. Oversees the return-to-work process for employees returning from extended FMLA, workers compensation, or other leave(s). Processes retirement leave payouts with APS third-party retirement administrator
Completes sick leave transfers, payroll leave adjustments, annual leave payouts and any other leave payout procedures. Administers other leave (e.g. educational leave, civil leave, etc.), programs as assigned in accordance with internal policy and applicable laws. Drafts and/or recommends revisions to company leave policies to ensure compliance with federal, state, and local laws and regulations. Maintains complete and accurate records of leave and accommodation requests in accordance with specified legal requirements and documentation of best practices. Preserves confidentiality of employee medical documentation and files. Maintains knowledge of all applicable leave and accommodation laws including the FMLA, ADA, and state and local laws. Performs related benefits administration functions, as assigned or deemed necessary.



Requirements

Retirement Specialist:

QUALIFICATIONS:

• Graduation from a college or university with major course work in business administration, human resources, or benefits administration, plus three years experience in providing benefits services (including retirement counseling) to employees; or an equivalent combination of training, education and experience.
• Certification as an Employee Benefits Specialist (CEBS).

Preferred Qualifications:
• Experience administering a variety of benefit programs (to include Retirement) in a K-12 organization
• Knowledge of the Virginia Retirement System (VRS) plan administration
• Experience in preparing and responding to state, federal, and third party auditing
• Bi-Lingual in Spanish
• Expert experience using Oracle and Microsoft Excel applications

Leave Administrator:

QUALIFICATIONS:

MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS:
Bachelor’s degree in public administration, Business Administration, Human Resources, Organizational Development.
Minimum of two (2) years’ experience in Employee Leave Administration as well as a minimum of two (2) years’ employee benefits and/or human resources experience or an equivalent combination of related education, training and experience may be considered.

Preferred: Public Sector benefit and employee leave administration experience, i.e. municipality, county,
state, etc. 

  • Subject Matter Expert (SME) in Leave Administration with at least 7+ years of experience administering leave programs in government/public sector organizations.
  • Bi-Lingual in Spanish
  • K-12 Human Resources Experience
  • SHRM or Certified Benefits Professional (CBP)

 LICENSE/CERTIFICATION: 
International Foundation of Employee Benefits Plans (IFEBP) Certified Employee Benefits Specialist
(CEBS), Professional certification by Society of Human Resources Management (SHRM) or the
International Management Association-HR (IPMA-HR) is strongly preferred.
