Under the supervision of the Executive Director of Accounting, this position is responsible for operations of purchasing, providing procurement expertise and leadership related to the procurement of goods, materials, and services for district schools and departments consistent with requirements of state and federal laws and district policy and procedures. This position is also responsible for reviewing and monitoring systems to ensure adequate internal controls exist to protect public resources. The position educates staff, vendors, and contractors on the requirements of the procurement process and oversees the competitive procurement process to ensure the integrity of the selection.  Provides guidance, direction, and monitoring work of departmental staff.


  1. Assign work and monitor completion of the purchasing department work. Provide guidance, direction assignment and monitoring of work to departmental staff as appropriate.
  2. Facilitate the negotiation, preparation, revision and administration of district contracts and agreements to include, but not be limited to:
    1. Facilitate stakeholder meetings to include other district department experts to address specific agreement areas.
    2. Ensure that contracts conform to District standard terms and conditions, legal requirements and are in accordance with district policy and procedures.
    3. Work with legal counsel as needed on complex agreements.
    4. Prepare board recommendation or notification as appropriate.
    5. Maintain agreement files, collecting and ensuring all required documentation has been obtained and distributed appropriately, updating, revising, renewing, or terminating as needed.
  3. Lead the purchasing department in collaboration with the Executive Director of Accounting by participating in making hiring recommendations, contributing to evaluations, encouraging participation in professional development opportunities, promoting a quality customer service environment; and ensuring staff receives district wide and department information.
  4. Oversee the Alternative Public Works processes to include the District Small Works Roster, Job Order Contracting and General Contractor/Contract Manager. Initiate teams to develop application criteria, specification writing and contract requirements. Remain current on all legislative requirements and incorporation of those requirements into all solicitation and contract documents. Monitor the process to ensure all district and legal requirements are met and participate on selection committees as requested.
  5. Oversee formal public works and non-public works bids and quotations. Draft specification requirements in collaboration with the budgetary authority and review with the Executive Director of Accounting as needed. Evaluate products and qualifications against published specifications in determining bidder responsiveness. Develop and execute contracts as required. Debrief with and mentor vendors/contractors on business opportunities with the district.
  6. Assist in real property matters to include leases, purchase and sale of district or private property as needs dictate. Coordinate appraisals, facilitate purchase and sale agreements, board action and closing documentation requirements.
  7. Under the supervision of the Executive Director of Accounting, review computerized and manual processes to ensure strong internal controls and identify and implement technology and procedural solutions to improve efficiency and accuracy. Coordinate testing of software system(s) for software upgrades.
  8. Review purchase requisitions received for completeness, proper account code and approvals to determine appropriate procurement process and distribute to staff as appropriate for processing. Initiate purchases in accordance with the Annual Bid Plan. Coordinate, update, and schedule workflow notifying budgetary authorities to review and submit requisitions and all appropriate documentation for annual blanket and contract renewals.
  9. Perform research on procurement statutes to ensure District policy and procedure and department processes are in compliance with state and federal laws. Assist with updates of district policy and procedure and department processes.
  10. Public record request research and documentation as required.
  11. Develop procedures for testing and implementing new processes.
  12. Perform other related duties and special projects as assigned.


  1. Bachelor's degree in business or related field required.
    1. A combination of education and at least 5 years of work experience can be substituted for a bachelor's degree.
  2. Four years of increasingly responsible experience in purchasing including contract writing, bid processing and training of staff.
  3. CPM or like certification preferred.
  4. Demonstrate a successful level of the knowledge, skills, and abilities listed below.
  5. Strong understanding of standard purchasing operating practices including but not limited to contract negotiations, contract management and contract law affecting procurement practices.
  6. Knowledge, understanding, and experience in the accurate interpretation of laws, regulations, legal bases, principles, and practices unique to the district.
  7. Proficiency in computer applications including Microsoft products. Experience with purchasing software.
  8. Knowledge of internal controls and best practices in a purchasing system.
  9. Ability to work and make decisions independently and possess sound professional judgement.
  10. Demonstrated ability to relate and work positively and effectively with a diverse group of teachers, community, and staff in a confidential manner with a high level of customer service.
  11. Demonstrated ability to foster an environment that focuses on quality results while motivating, developing, and supporting a diverse staff, encouraging continuous improvement, and working effectively as a member of a diverse team.
  12. Ability to concentrate on detail and be precise and accurate with strong analytical skills.
  13. Ability to organize, prioritize, and prepare written procedures.
