Description

Job Title: Supervisor, Construction Projects - Design & Construction

Position Function: In the Wichita Public Schools Facilities Division we strive toward strategic resource allocation, multilevel accountability, insightful communication, positive attitudes, and rigorous engagement. This starts with the people we hire. Achieving this standard begins with each employee thinking about the team. The team consists of coworkers, internal and external customers, community partners and contractors. As the Supervisor, Construction Projects - Design & Construction, you will personify this mindset while performing tasks involving the management of the building process. Tasks will include direct responsibility for project management of major capital projects, assisting with staff management and general department operations. You will bring strong technical skills, extensive experience in construction project management, a positive attitude, creative mindset, and diligent work ethic to the role.

Essential Performance Responsibilities:

  • Analyze project needs and develop a preliminary scope to estimate a reliable preliminary project budget that considers direct costs and intangible items.
  • Analyze plans and specifications for each project as they are developed at the various iterative development stages
  • During project development and preconstruction, collaborate with the project coordinators, building administration, District leadership, and design team. During project construction, collaboration will expand to include the applicable contractor and any commissioning agent.
  • Maintain accurate project budgets to include management of change orders and related project contingency expenditures.
  • Collaborate with the design team, construction team, and District personnel in schedule planning from preconstruction until project completion, including establishing project milestones and CPM schedules.
  • Manage the bidding, and procurement process for competitively bid projects, working with District purchasing agents and Supervisor of Pre-Construction for Design & Construction.
  • Understands construction contracts, prepares, and reviews material orders, and assigns work orders for in-house trades
  • Manage material deliveries and track from submittal to fabrication using the District software.
  • Complete project projections with accurate forecasts of budget and schedule.
  • Identify and proactively resolve project issues, ensure that solutions uphold the District needs and all applicable building code and District safety standards.
  • Communicate with the Contractor and Designer regularly.
  • Uphold OSHA and District safety standards and initiate corrective action when appropriate.
  • Communicate District expectations and enforce those expectations constantly and consistently.
  • Conduct quality surveys of job progress to ensure District standards are met and work is built per applicable building codes.
  • Execute the end of project punchlist survey with the design team and construction team to insure all identified items are resolved.
  • Ensure materials and goods purchases follow applicable District standards and Kansas State Statute related to open competitiveness.
  • Coordinate and actively collaborate with designer and prime contractor on the job pre-planning meeting and mid-point reviews with project superintendent, general contractor project superintendent and other involved parties.
  • Ensure Owner, Architect, and Contractor meetings are scheduled at regular intervals. Communicate job progress and issues with the District personnel, within and outside of the department.
  • Review schedules of values and associated pay applications timely and confirm timely payment.
  • Manage project completion items including the following: the project is completed on time, punch list and closeout items are satisfactorily completed, O&M manuals are complete and approved by the design team, as-built drawings are complete and approved by the design team, all owner training is satisfactorily performed, and warranty information is appropriately recorded for subsequent tracking.

Additional Duties: Assists with additional duties as assigned by Director of Design & Construction.

Equipment: This position may require the ability to use SMART boards and iPads in addition to basic office equipment such as computers, copiers, scanners, and fax machine. Must always comply with USD 259's guidelines for equipment use.

Travel: Travel between schools and central offices is required. Occasional out-of-district travel required.

Physical and Mental Demands:

  • Work in standard office and school building environments
  • Must have the ability to cope with high stress situations including emergencies, conflicts, and complex fiscal decision-making
  • Must be available for community meetings, site council meetings, and Board of Education meetings.
  • Must be available 24/7 and be ready to respond to any building or site upon request of the division director.
  • Additional demands upon request of Supervisor

Knowledge, Skills, and Abilities:

  • Ability to communicate both verbally and written to communicate with others inside and outside of the organization for the purpose of giving and obtaining information
  • Above average computer literacy skills and the ability to effectively use Microsoft Word and Outlook which will be determined and validated by testing
  • Knowledge and familiarity with industry standard software applications, such as: Bluebeam Revu, BIM, Procore, OpenSpace, SpecLink, etc., strongly preferred
  • Ability to generate and continually update construction project schedules using Gantt critical path and milestone methodology in software platforms such as Microsoft Project or Smartsheet
  • Ability to correlate the relationships between a Gantt construction schedule, actual site construction progress, and pay applications schedule of values based in prevailing Construction Science Institute (CSI) coding
  • Use of good judgment to make decisions on recurring assignments
  • Ability to communicate effectively with a supervisor when their discretion is needed
  • Knowledgeable in purchasing, budgeting, safety, building improvements, building codes, construction cost estimating, general construction contract principles and other areas necessary to perform the duties of the position
  • Ability to work closely with employees in the division to address project-related challenges and to resolve issues and concerns with district facilities
  • Displays a significant degree of professionalism and confidentiality
  • Ability to conform to proper standards of professional dress and appearance
  • Knowledge of company's mission, purpose, goals, and the role of every employee in achieving each of them

Interrelations:

  • Contact with personnel within the district and with customers and vendors
  • Will work under the direct supervision of the division supervisor to complete day to day tasks
  • Will work with a diverse population requiring the ability to handle all situations with tact and diplomacy
  • Must understand and respond appropriately to customer needs and maintain a positive attitude with all customers and colleagues
  • Expected to interact with all internal and external customers in a friendly, professional manner and provide quick, responsive customer service

Employee Punctuality and Appearance:

  • For schools to operate effectively, employees are expected to perform all assigned duties and work all scheduled hours during each designated workday, unless the employee has received approved leave
  • Any deviation from assigned hours must have prior approval from the employee's supervisor or building administrator
  • All employees are required to report to work dressed in a manner that reflects a positive and professional image of USD 259 and is appropriate for their position

Qualification Profile:

  • High School Diploma required
  • Strong skills in all phases on construction and a working knowledge of the building codes, Life Safety and Fire codes, ADA and 504 regulations are essential for this position
  • Bachelor's Degree preferred
  • Must maintain a valid Kansas driver's license at all times throughout employment
